Judy helps coach pilots as they transition in their airline career paths. She has been successfully conducting interview preparation services for 20 years.
For over 40 years Judy has worked as an aviation consultant, writer and speaker specializing in the field of pilot selection and recruitment. Her career started with American Airlines where she was responsible for facilitating the hiring of over 7,100 airline pilots. From AA, she was employed for six years as the President of a wholly-owned subsidiary of the Air Line Pilots Assn. (Universal Pilot Application Service). Since that time, she has consulted with several major air carriers along with government and industry aviation associations. She has been on two FAA Aviation Rule Making committees on pilot selection and has presented before organizations such as the NTSB, FAA, DOD and DOJ.
Author of Expert Witness: Wrongful Death and Flight Plan to the Flight Deck: Strategies for a Pilot Career and several magazine articles that have appeared in Aviation for Women, Flight Training, Air Line Pilot and Airline Pilot Careers.
Heather Livingston is in charge of the day to day operations of Pilot Counseling Services. As the daughter of Judy Tarver, she has had the opportunity to engage in a variety of aviation related activities. She was formerly employed by the Universal Pilot Application Service, a wholly-owned subsidiary of ALPA. Throughout her career, she has assisted with job fairs, airshows and workshops.
Heather has her Bachelor of Science degree in Education and has been an educator for over 15 years. During her career in the education industry, Heather worked as a data analyst, testing coordinator, title 1 teacher, ESL and elementary educator. She has extensive experience in training students and other educators. Her positions required strong organizational, communication and interpersonal skills, along with the ability to understand and utilize current technology and data analysis.

Captain Steve Munroe has over 40 years of aviation experience in both the military and civilian sectors. He brings a passion to pilot recruitment and development, having served as a pilot mentor and contributing to the hiring of hundreds of pilots as a major airline pilot interviewer during the last two hiring cycles.
Steve has served on accident investigation teams in both the military and civilian sectors, as well as being selected as a subject matter expert to the National Transportation Safety Board on a major international accident investigation.
He is a retired Captain for a major airline, where he served as a Check Airman, FAA Aircrew Program Designee and Standardization Coordinator. He was selected the Check Airman of the Year in 2009. As a Naval Aviator and F-14 Pilot, Steve was promoted to Commanding Officer of Fighter Squadron 202 and was ranked the number one Squadron Commander in the Airwing. He has over 18,000 Flight Hours, 430 carrier arrested landings and holds an Airline Transport Rating with Type Ratings in the FK-100, B-737, B-757, B-767 and A-310 aircraft.
He graduated from DePauw University with Bachelor of Arts Degree in Psychology and a minor in Business. He is a Graduate of the United States Navy Fighter Weapons School (Top Gun), and was an Honor Graduate of the Naval Postgraduate Aviation Safety Officers Program.

Patty Taylor has a 34-year career with American Airlines with over 14 years dedicated to the pilot recruiting effort. She served as department Manager for over 11 years during American’s two most recent hiring cycles. Patty and her team hired more that 7,000 of American’s most junior pilots.
After a decade-long hiatus in hiring, she was tasked with creating a compliant pilot recruitment process that was engaging, innovative and state-of-the-art. By working closely with company management teams, Patty created a process that American Airlines still uses today.
Patty represented the company at industry employment meetings where most major airlines and many regional carriers met to discuss regulatory issues affecting the airlines. At times this group proposed changes to various regulatory entities.
During her tenure, she developed successful relationships with NGPA, WAI and OBAP while coordinating the company’s participation in each organization’s respective annual conferences. In 2019, OBAP awarded Patty the Excellence in Diversity Award for her years of dedicated commitment and support.
When not hiring pilots, Patty worked in other departments at AA such as Human Resources, Diversity, and Flight Administration.
After retiring from American Airlines in 2020, Patty joined Judy Tarver at Pilot Counseling Services where she is very enthusiastic about assisting pilots reach their career goals.
Interview Preparation & Panel Coach and Application Review Specialist
Captain William Davis has experienced a long and varied career in aviation. With over 40 years of flying experience and more than 20,000 hours, he has been both a military and civilian pilot. As a military pilot he flew C-130’s and T-37 trainers. After 11 years in the Air Force, he was hired by a Delta Air Lines and held positions to include flying as a Boeing 727 Flight engineer, MD88 and 767 First Officer and later served on both as captain. The in the last years of his active airline career, he flew as a Line Check Captain on an international fleet.
His last 15 years also included working as a pilot recruiter and interviewer for that airline. He currently works as sim instructor on the 767 and 757. His hold aviation career has included a focus on mentoring hundreds of young people toward achieving their dream of flying. He considers himself fortunate to have seen some of those young people get hired by major airline or begun a career flying with the military.
Captain Davis holds Airline Transport License with Type Ratings in the DC-9, B-757, B-767 and has Glider Private Privileges.
He graduated from the United States Air Force Academy with a Bachelor of Science Degree.
Interview Preparation Coach
After a 34-year career, Carrie Muehlbauer retired from American Airlines in May, 2023. She was flying the B-787 when she left, and also holds type ratings on the B-707, B-720, B-757, B-767, B-777 and the AB-320 family.
Her 34 years included nearly 20 years in the pilot hiring and recruitment arena — a true passion. She was and is an advocate and mentor to hundreds of pilots historically underrepresented by race, gender and orientation. Her arms have stretched wide, mentoring pilots in the National Gay Pilots Association and Women Military Aviators. To facilitate diversity, she also devotes countless hours to editing, grading and scoring essays and scholarship applications for underrepresented and aspiring pilots. During her final five years at American Airlines, she instructed 15,000 pilots on the nuances of intrinsic bias in the workplace.
Carrie was proud to serve in the U.S. Air Force (1980-88) after legislation in 1975 permitted women to join the corps. She flew the T-37, T-38 and the KC-135. Her flying took her all over the world, from Okinawa to Europe and California. She’s an outdoor enthusiast and lives in St. Paul, Minn., with her border collie and trail buddy, Dorrie.

Tom is a native of Margate, NJ and has been involved with pilot recruiting/marketing since 2012. He has worked as vice president of a major pilot career advisory service where he had the opportunity to facilitate the career advancement of approximately 10,000 pilots. Tom is responsible for detailed pilot application review and technical advisor for Pilot Counseling Services.
Tom, a graduate of Embry-Riddle Aeronautical University at Daytona Beach, has a Bachelor of Science in Aeronautical Science degree as well as an airline transport pilot certificate and a pilot in command type rating in the Embraer 145, Airbus A320, and Boeing 757/767.
Tom is an active airline pilot and simulator instructor for a major airline flying the 757 and 767 globally – he understands how important achieving career goals are to each and every pilot he serves.

Born in the Bahamas, Andre Beckles has always had a passion and desire for helping others succeed in aviation.
After graduating from Liberty University with a Bachelor of Science in Commercial/Corporate Aviation and a minor in Business Administration, Andre began his career flying corporate jets. During this time, he served as a first officer, assistant chief pilot, pilot recruiter, and new hire instructor. After this time, Andre worked for a regional airline where he served as first officer, captain, pilot recruiter, and union mentor where he continued to help train and mentor pilots to achieve their aviation and life goals.
Andre is an active airline pilot for a global airline flying the Boeing 737 to the Caribbean, Mexico, and Central America. With his experience in corporate aviation and the airlines, as well as type ratings on the Citation 525, Citation 550, Citation 560XL, Embraer 145, and Boeing 737, Andre is excited and motivated to help you continue to reach your career and life goals.

Ulli Munroe joins Pilot Counseling Services as a Career Transition Specialist. She has built her own successful business, Munroe Consulting, Inc., which focuses on Corporate Workshops throughout the United States and in Canada. Ulli staffed Employee Development Centers, coaching outplacement clients at every level. She specifically assists with Resumes, Interviewing Skills, and Networking for transitioning job seekers and all types of military personnel.
With a Master of Science in Education and Counseling, Ulli can aid clients in career decision making through various assessments and coaching sessions.
As a facilitator and guest speaker, Ulli customizes training for professional programs including Supervision/Leadership, Customer Service, Communication Skills, Stress/Time Management, and Team Building. She also donates time to various Non-profit Charities and Boards to conduct retreats and staff development.
